The Regular Meeting of the Crawford County Board of Commissioners was called to order by Chairman, Dave Stephenson at 9:33 a.m. in the Crawford County Building, Grayling, Michigan the 16th day of April, 2008.
Invocation by Chairman Stephenson.
Pledge of Allegiance led by Commissioner Hanson.
Roll Call: Stephenson, Anderson, Hanson, Lange, Pinkelman, and Rogers.
Absent Beardslee.

Paul Compo, County Controller - Present.Others present at various times: Terry Maurer, Patrick Crosson, Nicki Greer, Mary Jergenson, Kevin Hunter, Marian Long, Herb & Judy Foor, Billie & Helen King, and Dan Sanderson.
Approval of the Regular Board Minutes
Motion by Lange, second by Rogers, to approve the Minutes for the March 19, 2008 Regular Board Meeting with a new motion on page five (5) MAPE-MERS Court Benefits as read. Roll Call: Anderson aye, Beardslee absent, Hanson aye, Lange aye, Pinkelman aye, Rogers aye, Stephenson aye, Motion Carried.
Approval of the Special Board Minutes
Motion by Pinkelman, second by Hanson, to approve the Minutes for the March 31, 2008 Special Board Meeting as presented. Ayes (6) six, nays (0) none, absent (1) one, Motion Carried.
Approval of the Agenda
Motion by Lange, second by Anderson, to accept the agenda as presented. Ayes (6) six, nays (0) none, absent (1) one, Motion Carried.
Brief Public Comment
Terry Maurer, Owner and Managing Director for Avita Artesian Water introduced himself and advised Avita is a 12,000 square feet facility located in Beaver Creek Township. The business employs 12 residents and will soon be expanding to include a 2nd shift. The Company received 2nd place in an international competition and is now offering "Totally Organica" as a organic flavored water. Mr. Maurer advised he was born on the property, he bottled the water as a hobby before turning it into a business. Mr. Maurer further thanked the County Board for their support and indicated Avita has been the proud sponsor of the Canoe Marathon and Bike Race.

Missaukee County Solid Waste Planning Committee 2007 Plan Amendment to the Missaukee County Solid Waste Management Plan Update.
Roscommon County Board Notification that Region 7 Homeland Security Planning Board has procured a $1.3 million regional grant for the consolidation/combining of 911 dispatch centers. Controller Compo advised Roscommon is interested in spear heading the project, however, other options are being reviewed.
Motion by Pinkelman, second by Lange, to continue the investigation of possibly consolidating the 911 services either with adjoining counties, State Police or on our own. Ayes (6) six, nays (0) none, absent (1) one, Motion Carried.

2008 Equalization Report
Equalization Director, Kevin Hunter presented the 2008 County Equalization Report and Equalized Values.
Motion by Hanson, second by Lange, to accept the 2008 County Equalization Report in the amount of $720,624,050. Roll Call: Hanson aye, Lange aye, Pinkelman aye, Rogers aye, Stephenson aye, Anderson aye, Beardslee absent, Motion Carried.
Amendment to Agenda
Motion by Hanson, second by Lange, to amend the agenda to allow Patrick Crosson from Axiom Entertainment to make a presentation to the Board. Ayes (6) six, nays (0) none, absent (1) one, Motion Carried.
Patrick Crosson from Axiom Entertainment appeared to introduce Nicki Greer, from Remington Financial Group. They are taking a tour of the property and are meeting with the County EDC.

Beaver Creek Sour Gas Wells
Marian Long, a registered nurse and Beaver Creek property owner voiced concern that she and other residents live near many oil wells and is concerned about the effects of exposure to toxic hydrogen sulfide gas (H2S). Discussion followed that a California company called BreitBurn bought out Quick Silver Resources. Ms. Long inquired if the County might be able to help her in her pursuit to protect those residents in Section 22 as potential wells may be placed 300 feet from existing water wells. Commissioner Hanson and Board Chairman Stephenson made suggestions to Ms. Long to review the issue with BreitBurn, the Local LEPC and Township officials. Chairman Stephenson advised there are no class 1 or 2 wells in Crawford County and advised that BreitBurn officials have been very receptive to any concerns and should be contacted to discuss potential hazards. LEPC member Larry Akers remarked that all LEPC meetings are open to the public and BreitBurn does participate in the exercises. Environmentalist Bruce Patrick indicated that the drilling is done in different formations and it would be beneficial for Ms. Long to continue to discuss the issue.

Sandra Moore, County Clerk presented the NEMCOG program highlights and submitted them to Commissioner Anderson as the NEMCOG representative.
EMO Report
Bruce Patrick advised the Fish Hatchery received a USDA grant for $26,000.00.
Controller Report
Controller Compo advised an executive session may be necessary to update the Board on the 46th Circuit Trial Court litigation at the end of the meeting.

Commissioner Rogers The Commissioner advised she had nothing to report.
Commissioner Hanson - The Commissioner reported his Personnel & Labor Committee recommendation.

Commissioner Pinkelman The Commissioner advised she has no Law Enforcement Committee recommendations to report.
Commissioner Lange The Commissioner advised he has no Ways & Means Committee recommendations to report.
Commissioner Anderson The Commissioner advised NEMCOG has met on the Planning Commission and the Master Plan is progessing. NEMCOG is pursuing a grant for a Grayling Fire Department sub station in the amount of $170,000.00.
Commissioner Stephenson The Commissioner the Chamber is struggling as members are having difficulty with annual dues.
Commissioner Beardslee The Commissioner advised he had nothing to report.
New Business
Senator Stamas Representative Mary Jergenson advised the Senator will be present on Friday, April 25, 2008 from 9:00 to 11:00 a.m.
Executive Session.
Motion by Pinkelman, second by Lange, to recess the regular meeting and enter into a closed session for the purposes of reviewing the 46th Circuit Trial Court litigation at 10:58 a.m. Roll Call: Lange aye, Pinkelman aye, Rogers aye, Stephenson aye, Anderson aye, Beardslee absent, Hanson aye, Motion Carried.

Announcements
Chairman Stephenson announced that Axiom Entertainment should be back on the DNR May 8th meeting and a caravan will go to Lansing if members want to attend.
Controller Compo advised the MAPE meeting is scheduled for this Friday and Otsego County representative do not plan to attend.
