Special Board Meeting of
September 27th, 2007

Special Meeting of the Crawford County Board of Commissioners was called to order by Chairman, Dave Stephenson, at 5:03 p.m. in the Crawford County Building, Grayling, Michigan on the 27th day of September, 2007.
Invocation by Commissioner Stephenson.
Pledge of Allegiance led by Commissioner Hanson.
Roll Call: Stephenson, Anderson, Hanson, Lange and Rogers.
Absent – Beardslee and Pinkelman.
Sandra Moore, County Clerk - Present.
Paul Compo, County Controller - Present.
Others present at various times: Joe Wakeley.

Approval of the Agenda

Motion by Hanson, second by Lange, to accept the agenda as presented. Ayes (5) five, nays (0) none, absent (2) two, Motion Carried.

Brief Public Comment – None.

Public Hearing – FY2007/08 Budget Hearing

Chairman Stephenson opened the Hearing for Public Comment.

Controller Compo addressed the high lights within the budget. Discussion followed earmarking approximately $100,000 in a special fair grounds fund to enhance recreation purposes for the fairgrounds property. Discussion further ensued to review county needs prior to setting up a special revenue fund as the County has a multitude of needs and the Board wants to use good fiscal management.

Consensus to request the County Controller prioritize County needs and review funding sources for special revenue sources and bring a recommendation back to the Board.

Chairman Stephenson closed the hearing and resumed the Special Meeting at 5:25 p.m.

FY2007/08 General Fund Budget

Motion by Hanson, second by Lange, to adopt the FY 2007/08 General Fund Budget in the amount of $5,272,143.00. Roll Call: Anderson – aye, Beardslee – absent, Hanson – aye, Lange – aye, Pinkelman – absent, Rogers – aye, Stephenson – aye, Motion Carried.

FY2007/08 General Appropriation Act and Budget

Motion by Hanson, second by Rogers, to adopt the FY2007/08 General Appropriation Act & Budget Resolution, pursuant to Act 2 PA 1968, as amended. This document covers the General Fund, Special Revenue Funds and all Debt Service Funds, it also complies with the Department of Treasury "Truth in Taxation" requirements. The adopted millage rates for 2007 are as follows:

Motion by Hanson, second by Lange, to accept the FY2007/08 Salary Schedule as presented. Roll Call: Hanson - aye, Lange – aye, Pinkelman – aye, Rogers – aye, Stephenson – aye, Anderson – aye, Beardslee – aye, Motion Carried.

FY2007 General Fund Budget Amendments

Motion by Hanson, second by Lange, to accept the FY2007 General Fund Budget Amendments to the new amount of $5,354,208.64. Roll Call: Lange – aye, Pinkelman – absent, Rogers – aye, Stephenson - aye, Anderson – aye, Beardslee – absent, Hanson – aye, Motion Carried.

FY2007 Special Revenue Fund Budget Amendments

Motion by Hanson, second by Lange, to accept the following FY2007 Special Revenue Fund Budget Amendments to the new amount of $552,542.00.
